There isn’t enough DNA to direct human development on a one-for-one base pair to outcome basis. In other words, unlike as with a recipe where one instruction leads to one action, a small set of DNA must lead to a much larger set of decisions/actions/outcomes. Even if every base pair in DNA was a useful, individual, instruction, the ratio of DNA to outcomes is at least 1:1000. There are way too many specific relationships that must be specified in human development, ranging from the body plan to arrangement of individual neurons and synapses.
